The Underlying Logic and Structure Perspectives of Urban Flexible Governance: Taking Zibo Barbecue as an Example

| Abstract: | Taking Zibo Barbecue as an example, this paper analyzes the root cause of the popularity of Zibo Barbecue, and discusses the underlying logic and the structure perspectives of urban flexible governance in Zibo. This paper proposes that the city flexible governance is the fundamental reason for the popularity of Zibo Barbecue. For urban flexible governance in Zibo, "people-oriented, democracy and equality" is its governance concept, "harmonious and good governance, balanced interests" is its governance goal, "non-coercive, cooperative and flexible law enforcement" is its governance pattern, "emotional governance, service governance and pluralistic co-governance" is the governance strategies and "emotional and flexible" is the governance characteristics, which together constitute the five structural perspectives of urban flexible governance in Zibo. Therefore, flexible governance has the dual significance of value rationality and instrumental rationality. It is not only the core content of urban governance, but also a reasonable and effective tool to repair urban psychological trauma. As a reasonable supplement to rigid governance, flexible governance helps to bridge the gap between cadres and groups in rigid governance based on bureaucracy, improve the impersonal urban governance model, and realize the high-quality development of modern cities. This paper enriches both the research on urban flexible governance and provides beneficial reference for urban flexible governance practice. |
